A proposed bill would eliminate the use of paid petition circulators, allowing only for volunteers when it comes to gathering signatures for ballot initiatives.
The marijuana advocates admit they rely heavily on paid petition circulators, all the while Concerned Citizens of SD are doing fine with 100% volunteers.
